Just done some poking around -- googling drupal blocks usability doesn't get you anything on this idea, and the topic hasn't risen on g.d.o/usability, so maybe this is worth spending some time on. Also, from an implementation point of view, it might be worth looking at Panels to see if it can provide this sort of functionality and if so, evaluating that. Maybe someone who has some experience with Panels could comment. But, before we evaluate a tool, it would be interesting to define some requirements....

Also, from an implementation point of view, it might be worth looking at Panels to see if it can provide this sort of functionality and if so, evaluating that.
