Doing some research into my use case of how to let content creators add blocks to their pages, I discovered two modules that might be considered bridge modules -- Multiblock and Block Reference. They both embed block administration into the node editing form, and while neither do exactly the job I'm looking for, they are both a move toward the in situ block creation that I described in my earlier post.
Nice analysis -- your idea of UI bridging is a sensible approach to improving Drupal's usability for specific user groups.
